Section Engineer (Stormwater Engineer) (Open to Storm Water Management Division Employee Only)

This is supervisory, professional engineering work involving planning and projects for the Stormwater Utility. In addition, the position also oversees the Flood Control Supervisor and all engineering and management responsibilities for Flood Control. Work is directed and reviewed through the establishment of goals and subsequent evaluation of progress toward goal attainment.
Workdays and Hours - Monday - Friday 8:00am - 5:00pm

- Prepares annual renewal and replacement plans.
- Participates in oversight of all aspects of capital improvement projects.
- Manages, plans and directs the work of professional, technical, and non-technical employees.
- Supervises the use of equipment and the assignment of work crews; directs the keeping of work and asset records and the stocking of tools and materials.
- Conducts project feasibility studies; recommends action to leadership.
- Negotiates consultant contracts and monitors contract performance.
- Plans, develops, coordinates, and schedules renewal and replacement and CIP projects and budgets.
- Confers with consultants, field engineers, contractors, utility companies, and suppliers of materials and equipment.
- Evaluates work completed by consultants and staff for quality control and adherence to City standards.
- Ensures conformity with plans, specifications, standards, and policies.
- Represents Department at citizen group meetings, in-house staff meetings, and committees.
- Supervises and directs safety activities among employees.
- Assists the Division Manager with intergovernmental concerns associated with Flood Control.
- Assists the Division Manager with the development of the Capital Improvement Program (CIP) and advises on operating budgets as necessary.
- Completion of work assignments will require the operation of a vehicle.

- Knowledge of the principles and practices of professional civil and environmental engineering.
- Considerable knowledge of modern methods and techniques of design, construction, maintenance of public improvement projects, and all aspects of environmental and regulatory compliance.
- Ability to perform technical research work and to advise on problems.
- Ability to use a computer to access, interpret, and record information.
- Skill in making engineering computations, estimates, designs, and in preparing plans and specifications and technical reports.
- Ability to effectively plan, organize, and supervise the work of others.
- Ability to develop cost estimates for public improvement projects.
- Plans, develops, coordinates, and manages contracts for engineering services.
- Ability to lay out and direct the design of construction projects of broad scope.
- Ability to quickly develop thorough knowledge of relevant federal and state regulations.
- Ability to lean and reach as needed to read and interpret building plans and specifications from a print that may be as large as 36 by 48 inches with information printed as small as twenty characters per inch.
- Ability to resolve unusual construction complaints.
- Ability to occasionally traverse uneven terrain, climb steps or ladders, and tolerate airborne environmental nuisances associated with construction sites.
- Ability to develop and maintain effective working relationships with associates, other employees, representatives of other organizations, and the public.
- Ability to communicate clearly and effectively, both orally and in writing.
- Ability to acquire and maintain a valid Kansas driver’s license.
- Ability to acquire and maintain a valid Kansas Professional Engineer’s license.
- Ability to acquire and maintain a valid Certified Floodplain Manager license through the Association of State Floodplain Managers.
- An employee shall not pose a direct threat to the health or safety of other individuals in the workplace.
Required Experience and Training
- Graduation from a four-year college with a bachelor’s degree in engineering that is accredited by the Accreditation Board for Engineering and Technology.
- Four years of progressively responsible experience managing municipal engineering projects.
- Two years of supervisory experience.
- A valid Driver’s License.
- Must be legally authorized to work in the United States without the need of a sponsorship.
Preferred Experience and Training
- Bachelor’s degree in civil engineering, Environmental Engineering, or Mechanical Engineering with courses in stormwater engineering.
- Registration as a Professional Engineer (PE) in the State of Kansas.
- Certified Floodplain Manager (CFM) designation through the Association of State Floodplain Managers.
Starting pay for current City employees will be determined by City of Wichita policy or applicable bargaining unit agreement.
